The project aims to improve the quality of life of the inhabitants of Moldova Nouă, respectively of those in the disadvantaged area of Moldova Nouă, identified as a marginalized area within the Atlas of Marginalized Urban Areas in Romania.
The project aimed at creating technical documentation for the rehabilitation of the road in Banat, Primaverii, May 9, March 8, Mihai Eminescu, Tudor Vladimirescu, May 1, Peace, Freedom, Nicolae Balcescu, Uzinelor, Teacher Alexandru Moisi. Specifically, topographic, geotechnical studies, technical expertise, and technical documentation for approving the intervention works were elaborated.
The execution of the rehabilitation and modernization works of the proposed streets will aim at capitalizing on the potential of these roads, by increasing their functionality, ensuring the drainage of rainwater, and ensuring safe pedestrian traffic.
The financing of the elaboration of technical documentation for the rehabilitation of the streets of Moldova Nouă contributes to ensuring the access of marginalized persons to quality social and educational services. Also, the rehabilitation of the streets will lead to the reduction of the phenomenon of segregation by reducing the distance between the marginalized community and the rest of the community, by ensuring for as many people as possible easier access to opportunities and ensuring for companies, accessibility to a wider volume. workforce.

Demolition of existing building and construction of multifunctional day center for marginalized people in Stelnica Commune

The community represented by the village of Malta has limited access to quality social services, which deepens the gap between this community and the rest of Stelnica commune. For these reasons, the construction in the village of Stelnica of a multifunctional day center for children and the elderly will ensure access to social, educational, cultural and recreational services, leading to an improvement of social inclusion among the inhabitants of the commune.
Through the project, the local public authority developed topographic, geotechnical and feasibility studies in order to build a multifunctional day center. The actual construction is to be carried out following the demolition of a building owned by the town hall identified in the village of Stelnica. The investment in the new construction will be made on the basis of a financing to be identified.
The investment objective will generate a positive long-term effect by reducing social exclusion, by ensuring equal access to social and educational and quality services. At the same time, through the social benefits and services it wants to create for vulnerable people, the investment will help to promote, respect and guarantee the rights of beneficiaries of social services to an independent, fulfilled and dignified life, as well as facilitate their participation in social life. , cultural, economic and political.
Infrastructure development in the marginalized area I (Poienilor Street and Calea Unirii)

The project consists in the elaboration of technical documentation (feasibility study – DALI stage I) for the development of infrastructure in the marginalized area north of Boldești-Scăeni by building a sidewalk, a bike path and a covered gutter for rainwater runoff, on the section between Poienilor and Salcâmilor streets, with a length of approx. 1,600 meters. The technical documentation is the first step in achieving the investment objective and is the basis of the technical project and the necessary execution details.
The short, medium and long term results will lead to the increase of the viability of the area by building houses, spaces for services, will ensure pedestrian traffic and for cyclists in safe conditions and with minimum costs.
Also, the achievement of the infrastructure objective will lead to improved access to the locations where social services, administration, education, medical and cultural institutions operate. The targeted infrastructure will also be a first step in the process of reducing the segregation of the marginalized community in the north of the locality.

Elaboration of technical documentation for the establishment and endowment of a medical-social center in Ciortești commune, Iași county

According to the Atlas of marginalized rural areas, Ciortești commune is classified as having a severe marginalization rate, a situation that led local authorities to identify solutions to increase the social inclusion of the community through local development and poverty reduction measures. The analysis of the needs identified among the inhabitants in situations of vulnerability, in many cases elderly people, with disabilities, chronic diseases or other diseases that limit their daily activities, led to the need to establish a medical and social center.
Through the project, the technical-economic documentation was elaborated (feasibility studies / DALI, field, technical expertise and documentation for approvals for civil constructions) necessary to apply for a non-reimbursable financing to set up a medical-social center in the commune.
Thus, the results of the project contribute to strengthening the capacity of local authorities to access further funding for social services, and the future medical and social center set up will allow the use of social services by disadvantaged groups. The realization of the investment will lead to combating the segregation and social exclusion of the marginalized group, by reducing the physical and social separation of the members of this social segment and by their equal access to inclusive and quality medical and social services.
Modernization of streets in the Roma neighborhood

According to the local development strategy of Ogra Commune, for the marginalized Roma community in the locality were identified several measures of social inclusion, one of them aimed at modernizing the road infrastructure that connects the community in the Unirii neighborhood to the center of the commune. The small infrastructure work immediately results in ensuring the access of the Roma community to the social services represented by the town hall, the school, the medical office, the train station, and the national road.
A first step towards the modernization of these streets (approx. 2 km long) was made through this project and is represented by the elaboration of technical documentation necessary for this type of work, documentation that aimed to bring the road structure to technical parameters corresponding to the road category. – there are optimal conditions for safety and comfort in traffic, the achievement of a transversal profile that complies with the legal provisions, as well as ensuring the drainage of rainwater through drainage ditches.
Improved road infrastructure ensures a higher degree of pedestrian traffic safety and lower concentrations of pollutants with lower noise levels in the locality, as well as the creation of new jobs during the execution of works. The reduction of the infrastructure maintenance costs, with the clearing of the ditches and bridges, as well as the preservation at an acceptable level of the road condition are results that will benefit the local public administration. Also, the modernization of the road infrastructure will ensure quick access in case of emergencies, and the transport will take place in satisfactory conditions in terms of comfort and safety.
Reducing marginalization in the city of Bălcești, Vâlcea county, by increasing access to financing

In order to reduce marginalization among the population exposed to the risk of poverty and social exclusion, especially among young people, the project aims to facilitate the modernization, rehabilitation, consolidation and endowment of the Petrache Poenaru high school with a technological profile.
For this purpose, the project financed the development of the necessary technical documentation, namely the documents regarding the energy audit, technical building expertise, geotechnical study and the documentation in order to obtain the approvals. Furthermore, the actual works of modernization and rehabilitation of the educational unit will be carried out following the request for non-reimbursable funds within other identified funding lines.
Among the direct beneficiaries of the future investment are disadvantaged young people from the city’s marginalized communities, as well as teachers. As indirect beneficiaries we mention their families (relatives, parents) from marginalized communities and the entire community of Bălcești.
Ardud multifunctional center

In order to increase the use of social services by disadvantaged groups in Ardud and in accordance with the local development strategy, the authorities decided to set up a multifunctional center, consisting of a day center and a social canteen, which would serve a number of 1,000 people in situations of vulnerability.
A first step in achieving this investment objective was achieved through the project financed by the Local Development Programme, respectively the financing of the elaboration of the technical documentation necessary for the new construction. Furthermore, a new source of funding will be identified to make the multifunctional center a reality.
The future of the center is to provide a canteen, educational services for preschool and school children, social and educational activities for young people in the community, cultural, medical, hygiene activities, vocational counseling activities, etc. The building of the multifunctional center will have a ground floor and a first floor, the interior spaces will be arranged so that they correspond to the quality and comfort standards provided by the European norms, as well as to the activities carried out. The floors will be made of reinforced concrete, on a network of reinforced concrete beams and belts, longitudinal and transverse central frames inside.
“The technical characteristics and complexity of the building are vast, on which several teams of designers have worked, whose work can be seen here, in these projects, in all these files and drawings. The designers obviously worked together with the project team within Ardud City Hall. It was an intense work, which was completed well, all the approvals and authorizations required by the legislation in force were obtained, the project is now ready to be submitted for financing so that in the future this multifunctional center will be built. we wanted it and we want it very much at the level of Ardud city in order to complete, to complete the other endowments in this field ”, the mayor Ovidiu Duma declared for the local press.

Increasing access to quality social services for marginalized groups in Putineiu Commune

Because rural communities are vulnerable to educational and social exclusion, local authorities in Putineiu have set out to prevent early school leaving by building and equipping a space for a kindergarten to operate. The need for the assumed investment objective lies in the fact that the preschool education units are insufficient at this moment: of the two kindergartens that serve the commune, the one in Băduleasa village has improper conditions (humidity and poor facilities), and the one in Putineiu village does not have enough space. in order to carry out its activity, in the same building, there is also the general school from the commune.
Through the project financed by the Local Development Program, the technical documentation and specific studies (urbanism certificate, feasibility study, technical documentation required according to the urbanism certificate, approvals necessary for the investment objective) necessary for the new construction will be elaborated. non-reimbursable funds on the land of 1,280 m2 belonging to the Putineiu Local Council.
The project specifically looks at the situation of disadvantaged preschool children, at risk of early school leaving, Roma children and other children from economically disadvantaged families, categories identified as the most vulnerable in terms of access to quality education.

The marginalized Roma community located in the village of Valea Cetătuia (Cetățeni commune, Argeș county) faces difficulties that deepen inequalities and social exclusion. According to the local development strategy of the commune, among the social inclusion measures identified by the local authorities is the one regarding the improvement of the road infrastructure that connects this community to the other villages of the commune.
The investment has the immediate result of ensuring the Roma community’s access to economic, social, educational, administrative and touristic objectives.
The grant received supports the development of the technical documentation necessary to obtain financing for the execution of these works. The aim is to bring the road structure to technical parameters corresponding to the road category, ensuring optimal conditions of safety and comfort in traffic, creating a transversal profile that complies with the legal provisions, ensuring the drainage of rainwater through drainage ditches, as well as rehabilitating a bridge over the river Dâmbovița, which will facilitate the access of firefighting and first aid vans. The length of the street modernized is 780 m.
The improved road infrastructure will ensure a higher degree of road and pedestrian traffic safety as well as the creation of new jobs during the execution of the works. The costs of maintaining the infrastructure will be reduced, with the unclogging of ditches and bridges, the condition of the road will be improved, the results of which will benefit the local public administration and the community. Also, the modernization of the road infrastructure will also ensure quick access in case of emergency situations, and the transport will be carried out in satisfactory conditions in terms of comfort and safety.
Infrastructure development in the marginalized area I - Ardeleni bridge construction

The project is necessary in order to develop the infrastructure in the marginalized area of Ardeleni in the village of Șipotu (Lipănești commune, Prahova county), which will improve living conditions and strengthen relations between the vulnerable community in that area and the rest of the commune. The objective of the project consists in the preparation of technical documentation (geotechnical study, topographical study, feasibility study, documentation for the approval of intervention works and the general estimate) for the construction of a bridge that will allow pedestrian and car traffic over the water known as Ardeleni.
The technical documentation that will be developed through this project will represent the first step in the implementation of the investment that will give the area a different look, will increase the degree of safety for the movement of pedestrians and drivers in the disadvantaged area and will improve the living conditions for members of the marginalized community.

In order for all citizens to benefit from equal opportunities in the community, the local authorities of the Răcăşdia commune have provided in the Local Development Strategy a set of actions regarding the rehabilitation of some streets and bridges in the marginalized area “Stadion” in the town of Răcăşdia, the area mostly inhabited by ethnic citizens Rome.
Through the project, the technical-economic documentation (feasibility study, technical project, specific studies, technical documentation required to obtain approvals according to the urban planning certificate) was developed, for the rehabilitation of the road infrastructure represented by two bridges over the Răcăsdiuța stream, with their related streets, with gutters concrete and access to properties, in the “Stadion” neighborhood, in the town of Răcăşdia. The local authorities are preparing to submit a request for funding through other programs, in order to build these objectives.
In this way, an older problem of Roma citizens from the “Stadion” area will be solved and at the same time the rehabilitation process of the road infrastructure will continue, which began with the recent completion of a project carried out by the PNDR, measure 7.2, through which they were rehabilitated 5.4 km of streets in the town of Răcăşdia.
The works will contribute to improving the standard of living of the commune’s inhabitants.

From the analysis of the needs identified among the citizens of the commune in vulnerable situations, in many cases elderly people, with disabilities, chronic diseases or other conditions that limit their daily activities, it led to the need to rehabilitate the medical dispensary in the commune.
The project is a necessity of the community, going to contribute to improving the quality of life of the inhabitants of the commune, including the marginalized community, by providing access to quality medical services in a modern and fully equipped space in accordance with the sanitary norms in force.
Under the project was developed a technical documentation, representing a first step in the implementation of the investment that will improve the basic infrastructure in order to create adequate living conditions, the development and revitalization of the commune’s economy, ensuring the population’s access to basic medical services. The local authorities will access other funding for social services, and the future completely modernized medical dispensary will allow the use of medical services by the disadvantaged community of the commune.
Increasing quality and equal opportunities in local education in Sărățeni commune, Mureș county

The project succeded to develop technical documentation for the expansion and rehabilitation of the Sărățeni Secondary School building in order to ensure the necessary space for carrying out educational activities according to current requirements in the field of education, creating necessary conditions for the educational process. The technical-economic documentation will facilitate the obtaining of a non-refundable financing in order to create a school infrastructure, necessary to ensure equal opportunities among children belonging to the groups marginalized, respectively for ensuring access to education for people who belong to vulnerable, segregated groups (long term).
Following the realization of the proposed investment in this project, the children and their parents will be directly affected, by ensuring the improvement of the quality of the educational act and the increase of equal opportunities, which will contribute to the decrease of the school dropout rate, the increase of future school success, respectively the increase of the degree promotion. These aspects will strengthen the promotion of students from marginalized and disadvantaged groups, contributing to the admission of these children to high schools and professional schools. Thus, they will have the chance to actively participate in the labor market, respectively they will contribute to the decrease of the unemployment rate, and in this way they will help to increase the quality of life among marginalized groups, respectively to the decrease of the level of segregation. The entire local community will be indirectly affected, due to the decrease in the degree of isolation of vulnerable groups, which will lead to an increase in living standards, positively influencing the local economy and ensuring a decrease in crime.
Modernization of the road infrastructure, in the marginalized community of Teliu Commune, Brașov County

The project succeded to develop the technical documentation in order to rehabilitate and modernize the road infrastructure in Teliu commune, Brașov county, a first process that will contribute to improving the situation of people in marginalized communities.
The technical support documentation is necessary to substantiate the proposed investment, namely the development of topographical and geotechnical studies, as well as technical expertise and specific technical documentation – DALI in order to rehabilitate and modernize a number of 18 axial routes of streets, located in the central area of the Teliu locality, which together total a length of 6,275 km.
Also, the project includeed the creation of specific documentation for obtaining approvals and paying the fees, approvals and agreements necessary to obtain the building permit. In the medium term, the investment will contribute to the rehabilitation of the road infrastructure in the marginalized areas, improving the living conditions of the inhabitants, increasing the access and quality of social services for the vulnerable groups in the commune, facilitating the mobility of the population.
In the long term, the investment will contribute to: – reducing the costs of transporting goods and passengers, – increasing the efficiency of economic activities, reducing time and energy consumption, creating conditions for the expansion of commercial exchanges and implicitly productive investments, – the possibility of expanding public transport in the areas to be paved, – the improvement of inter-regional cooperation and the significant contribution to the increase of the competitiveness of enterprises and the mobility of the labor force, therefore to a faster development of the county as a whole

According to centralized data, in the Zagăr commune the percentage of Roma children enrolled in the kindergarten with an extended program from Zagăr commune is 88%, numbers that made the local authorities identify solutions to increase the ocial inclusion of the community through local development and reduction measures of poverty. The solution found for the education of children belonging to vulnerable groups is the modernization and equipping of the kindergarten in the center of the commune. Through the project proposed within the call “Access to financing – 2021” financed by the Small Grants Scheme through the Program “Local development, poverty reduction and increasing the inclusion of Roma” financed by the EEA and Norwegian Grants 2014-2021, the aim is to develop the necessary technical documentation as documents support for the preparation of a funding request for the investment objective “Rehabilitation and Modernization of the Main Street in the village of Buzd, Grancina Street and adjacent bridges and footbridges”, an investment that will lead to local development and poverty reduction in poor, isolated/marginalized communities.
In the short term, the technical-economic documentation at the DALI level, which represents the general objective of the project, becomes the starting point for the next phases of design and execution of the investment “Rehabilitation and Modernization of the Main Street in the village of Buzd, Grancina Street and adjacent bridges and walkways”.
In the long term, the complete result of the fulfillment of the general object, will lead to the improvement of the infrastructure of roads, bridges and footbridges in the village of Buzd, Brateiu commune, thus contributing to the desegregation of the target group, namely the marginalized community of Buzd village, compared to the rest of the Brateiu commune community, respectively ensuring access to all points of local interest (educational, health, social and administrative infrastructure of the locality), as well as of regional and national interest.

The project aims to improve the quality of life of the inhabitants of the Sânpetru de Câmpie commune, respectively those who live in the “După Grădini” area, identified as a marginalized area inhabited by the Roma community.
The project sought to draw up technical documentation in order to modernize the street in the “After Grădini” area, thus topographical, geotechnical studies and technical documentation were developed in order to obtain funding for the street paving works itself.
Funding the development of technical documentation for the rehabilitation of the streets of the Sânpetru de Câmpie commune contributes to the provision of quality social and educational services to marginalized people. Also, the rehabilitation of the streets will lead to the reduction of the phenomenon of segregation by reducing the distance between the marginalized community and the rest of the community, by ensuring for as many people as possible easier access to opportunities, as well as ensuring for the whole community, ensuring accessibility to a larger volume of labor force.

The city of Baia de Aries, through this project, aims to develop the technical documentation necessary for the establishment of a socio-medical center, a center that will ensure easy and timely access for all the city’s residents, but especially for vulnerable people, to specialized medical services among the most important, in quality conditions, without the need to travel to other localities.
The financing ensures the realization of the following technical documentation: the development of field studies, the energy performance certification and the energy audit of the building, the technical expertise and the technical documentation for approval of intervention works (DALI).

The project aims to complete the technical documentation for the construction, arrangement and equipment of the medical dispensary in the Municipality of Moldova – Sulița. Specifically, technical expertise, geotechnical study, topographical study, global thermal insulation coefficient verification study, documentation for obtaining agreements, approvals, authorizations at the level of the Urban Planning Certificate and a Feasibility Study will be developed.
Through the implementation of the project, the solution of essential needs for the marginalized community of the Municipality of Moldova – Sulița is sought, through the lens of facilitating unrestricted and unlimited access to a fundamental human right, namely that of receiving quality medical services. Also, the proposed investment respects the principle of non-segregation, in view of the fact that the medical dispensary in the commune will facilitate access to basic medical services for all the inhabitants of the commune, implicitly the members of the marginalized community without making any difference or discrimination between the inhabitants of the commune.

The project aims to improve the basic infrastructure of the Arbore commune in order to create adequate living conditions, to develop and revitalize the commune’s economy, ensuring the access of the marginalized population and some economic entities, generally optimal living conditions.
The project aims to create technical documentation in order to rehabilitate the road infrastructure of Arbore Municipality. Specifically, technical expertise, geotechnical study, topographical study, the documentation for obtaining agreements, approvals, authorizations at the level of the Urban Planning Certificate and the technical documentation for the approval of the intervention works were developed.
The project is a necessity of the community because its implementation would considerably improve the quality of life of the inhabitants of Arbore commune, considering the fact that the commune is included in the Atlas of marginalized areas according to the 2011 Census, especially of disadvantaged categories of inhabitants, through the rehabilitation and the modernization of the local road infrastructure, namely the communal road sections that serve the marginalized community within the locality.
Financing the development of technical documentation for the modernization of the road infrastructure of the Arbore commune contributes to increasing accessibility at the local level, determining the connectivity of the inhabitants of this area to modernity, representing a means of developing opportunities for the socio-economic development of a territory. The general objective of the project is to improve the ability of Rast Municipality to access non-reimbursable funds in order to reduce marginalization among the population exposed to the risk of poverty or social exclusion, especially among the elderly. The project aims to improve the existing living conditions of the vulnerable people of the Budila commune, as well as to increase the capacity of the local authority to attract funds, by starting the stage of developing the technical documentation necessary for the rehabilitation and modernization of the road infrastructure.
The Municipality of Budila proposes that through the project, it will create the supporting technical documentation, the specific technical documentation (Dali) and the technical documentation for obtaining approvals for the rehabilitation and modernization of 11,802 Km of streets in the commune. These streets are part of the public domain, where there are communities marginalized from the commune.

The Chibed commune is considering improving the quality of the infrastructure by rehabilitating the bridge over the Târnava Mică river that connects the Sűrű Marginalized Area to the rest of the local community. Following the realization of the investment proposed in this project, namely the realization of the technical-economic documentation necessary for the rehabilitation of the bridge, the vulnerable and marginalized groups living in the Sűrű Zone will be one step closer to being connected to basic services. Improving the quality of the basic infrastructure at the level of the Suru area will facilitate the chance of social integration of the marginalized areas by increasing equal opportunities for basic services (school, town hall, dispensary, etc.), which will attract the possibility of vulnerable groups to to benefit from services aimed at their health, education and counseling, thus facilitating the decrease in the rate of marginalization, respectively the increase in the standard of living.

The main objective of the financing is the preparation of the technical documentation for the construction of a new building with the destination of an educational unit within the School no. 3 Sintesti, Vidra commune. The local authorities in Zău de Câmpie have proposed the development of a technical documentation necessary for the modernization of some roads that connect the Roma community in the commune with the rest of the commune. The objective is part of the investment requirement regarding the modernization of the road infrastructure and which are provided for in the Local Development Strategy of the locality and in the Local Action Plan for Roma 2021-2023, aiming at local development and reducing poverty in poor, isolated and marginalized communities in the commune Zău de Câmpie.
The offices of the authorities such as the town hall, the school, the kindergarten, other public services and other social and economic facilities necessary for the community are approximately 5.7 km, respectively 30 minutes’ walk from the disadvantaged Roma community. The access link between this community and the community center is made through roads for which this project proposes the development of technical documentation that will serve to rehabilitate them. These streets are currently in an advanced state of degradation and over time the conditions of maximum safety in operation and comfort for the inhabitants can no longer be ensured.
After the preparation of the technical documentation foreseen to be carried out, the local authorities propose to submit at least one eligible funding request for the repair and modernization of the streets, to ensure access to social services for Roma families in Zău de Câmpie commune.

Basic infrastructure offers the chance for disadvantaged and vulnerable people to reintegrate into society. From the point of view of the results, in the short term it is foreseen to obtain a technical-economic documentation, which in the medium term will facilitate the obtaining of a non-refundable financing in order to create a basic infrastructure, necessary to ensure equal opportunities among people belonging to marginalized groups , respectively for ensuring access to basic services for people who belong to vulnerable, segregated groups (long term).

The modernization of the road infrastructure is a necessity for the inhabitants of Cărtuișeni commune, Bihor county, being essential for improving traffic conditions, both as road and pedestrian traffic, as well as for ensuring equal access of marginalized communities living on the outskirts of the town, to public services that are located mainly in the center of the commune.
The project aims to develop the technical documentation for the modernization and rehabilitation of a length of approximately 14.50 km of road infrastructure, an investment that will contribute to facilitating the mobility of the population and increasing safety and comfort in traffic.
