The general objective of the call is to improve the implementation of the decisions of the European Court of Human Rights in Strasbourg (ECHR) and the country recommendations issued by other Council of Europe bodies.
Amount allocated: 8,868,529 Euro, from EEA Grants 2014-2021 (85%) and public co-financing (15%)
The amount of the grant that can be requested for the implementation of a project: 500,000 Euro – 2,500,000 Euro.
Eligible applicants: central public bodies with responsibilities in the filed of human rights and active non-governmental organizations with proven experience in the field of human rights
Main target groups: employees of public institutions and non-governmental organizations, magistrates, lawyers, professionals working with vulnerable groups. The projects will propose activities that will bring benefits to the following final target groups: children, people deprived of their liberty, people with disabilities, national minorities, women and other vulnerable groups (LGBTI people, religious minorities, etc.).
Indicative examples of eligible activities: development of public policy documents / improvement of legislation / action plans and piloting of these measures, creation of immediate action mechanisms to implement the recommendations made by Council of Europe bodies, creation of transparent mechanisms for informing the public with on the recommendations and country reports issued by the ECHR and other bodies, organization of communication campaigns on human rights, provision of legal assistance to victims of human rights violations, the establishment of consultation mechanisms with representatives of vulnerable groups, in order to harmonize legislation with the international documents signed and ratified by Romania
Recommended duration of projects: 12 – 24 months (not exceeding November 30, 2023)
The deadline for submission of projects is April 22, 2021. The project proposal will be sent exclusively through the online submission system, following the registration and upload instructions presented as an annex to the Applicant’s Guide.

Projects approved for funding under the call for Human Rights – national implementation
On Thursday, October 14, 2021, the RSDF published the list of projects approved for funding under the call Human Rights – national implementation. Thus, five initiatives with a maximum total value of over 28 million lei have been approved for funding and will enter the contracting process.

Human Rights – national implementation call for proposal: list of the projects admitted following the formal evaluation
The RSDF published on Wednesday, June 23, 2021, the list of the 10 projects submitted under the call “Human Rights – national implementation” and which were admitted in the content evaluation stage. The cumulated budgets of the 10 projects exceed the value of 11 million euro, while the amount available under the call is approx. 8.8 million euro.

List of projects submitted under the call Human rights – national implementation
We publish on Tuesday, May 4, 2021, the list of projects submitted under the call Human Rights – national implementation. A total of 18 projects will enter the formal evaluation stage (verification of administrative compliance and eligibility), having a total value of approx. 23 million euro. Potential project promoters were able to submit their projects between January 8 and April 22, 2021.
The call for human rights – implementation at national level has a total amount of 8,868,529 euro and aims to improve the implementation of the decisions of the European Court of Human Rights in Strasbourg (ECHR) and country recommendations issued by other Council of Europe bodies. The value of the grant that could be requested for the implementation of a project is 500,000 euro – 2,500,000 euro.

The deadline for submitting projects under the call “Human rights – national implementation” is extended until April 22, 2021
The Romanian Social Development Fund (RSDF) has decided to extend the deadline for submitting projects within the call for projects “Human Rights – national implementation” until April 22, 2021.
This change was included in a corrigendum published on Monday, March 29, 2021, on the website dedicated to the Program. In addition to the extension of the deadline for submitting projects within the call, other amendments were made through the corrigendum, which clarified the provisions regarding the eligibility of project partners and the total value of investments. Those involved in the preparation of projects to be submitted in the call are invited to consult the new form of appeal documentation, updated following the publication of Corrigendum no. 1.

Matchmaking seminar for Human Rights projects carried out in partnership by entities from Romania and Iceland, Liechtenstein and Norway
The Romanian Social Development Fund (RSDF), as Programme Operator of the “Local Development, Poverty Reduction and Enhanced Roma Inclusion” (Local Development) Programme, funded by the EEA and Norway Grants 2014-2021, intends to organize on February 23, 2021, an online matchmaking seminar aimed at facilitating partnerships between entities from Romania and Iceland, Liechtenstein and Norway, for Human Rights projects to be submitted under the Programme.
The event is to be organized in the context in which RSDF launched, in January 2021, the call for project proposals “Human Rights – national implementation”, funded through the EEA Grants 2014-2021. The call has a total financial allocation of 8.868.529 Euro and aims to improve the implementation of the decisions of the European Court of Human Rights in Strasbourg (ECHR) and the country recommendations issued by other Council of Europe bodies.
The seminar aims to facilitate the development of bilateral relations between entities in Romania and Iceland, Liechtenstein and Norway, with the immediate aim of establishing partnerships for the joint development and implementation of eligible projects under the “Human Rights – national implementation” call for proposals.
