In total, the amount allocated to the call is 10,090,640 Euro, coming from the Norway Grants 2014-2021 (85%) and public co-financing (15%).
The minimum value of the grant that can be requested for the implementation of a project is 500,000 Euro and the maximum one is 2,500,000 Euro.
The call for projects aims to implement measures to prevent and combat poverty and social exclusion and to contribute to increasing the access of disadvantaged groups to social services, as well as to increasing the level of satisfaction of these groups with regard to the quality of these services.
Eligible applicants are public entities, non-governmental organizations and associations of local authorities.
The activities supported by the projects financed under this call will mainly target the elderly, children affected by the migration of parents, people with disabilities, serious illnesses, in the terminal phase, victims of abuse and domestic violence, and other categories of groups.
The eligible activities will focus on the development or extension of support and assistance services, social and medical care, to access the labor market, as well as promoting and replicating new models of intervention for vulnerable groups. Also, other examples of measures are aimed at investments in the physical and informational accessibility of social, medical and educational services, as well as assistance, support and support in solving the housing situation for vulnerable groups and investments in the acquisition, renovation or construction of houses for vulnerable groups.
The recommended duration of the projects is from 18 to 36 months.
The deadline for submission of projects is February 25, 2020 (deadline modified by Corrigendum no. 1/10.12).

Final list of projects contracted under the Local Development call
As a result of the amendments brought during 2021 to the Program Agreement related to the Local Development Program, the financial allocation for the call for project proposals no. 4 “Local development” increased to 16,455,627 euros. Following this measure, the Romanian Social Development Fund (FRDS) announces the contracting of 7 new local development projects submitted under the call, projects initially placed on the reserve list. In contracting the new projects, the hierarchy of scores obtained by the projects from the reserve list was observed, during the content evaluation stage. Following this approach, the total number of projects contracted under the call increased to 13.

The deadline for submitting projects has been extended
The Romanian Social Development Fund (RSDF) announces the extension of the deadline for submission of projects within the Local Development call for proposals, organized under the Local Development Programme, funded through the EEA and Norway Grants 2014-2021. Thus, eligible applicants can submit the project proposals by February 25, 2020.
This change was included in a corrigendum that was published in the web section dedicated to the Local Development Programme within the FRDS website (www.frds.ro). In addition to extending the deadline for submitting projects, through the corrigendum, other important changes were made in the call documentation, which eligible applicants are invited to consult, accessing the following link: corrigendum no.1/10.12.2019 for the Local Development call for proposals.
As a result of the extension of the deadline for submitting projects within the Local Development call, the intermediate deadline has been modified up to which bilateral initiatives can be submitted within the call for proposals for bilateral initiatives aimed at identifying partners for projects carried out in partnership with donor states, developing partnerships and bilateral projects under the Local Development Programme. Thus, on the Local Development call for proposals can be submitted bilateral initiatives until January 23, 2020.

The call for proposals for bilateral initiatives supports the development of cooperation and partnership relations between entities in Romania and the donor states (Iceland, Liechtenstein and Norway), within the Program. Through the call, funding is provided for the identification of partners for projects carried out in partnership with the donor states, the development of partnerships and bilateral projects, for their submission within the calls for projects opened through the Program. The maximum amount of money that can be allocated to a bilateral initiative is 5,000 euro.

Regional informative seminars
Over 150 potential project promoters and partners participated in 3 regional informative seminars organized by RSDF in Cluj-Napoca, Craiova and Iasi, regarding the financing conditions of the Local Development call for proposals.
