Matchmaking seminar for Human Rights projects carried out in partnership by entities from Romania and Iceland, Liechtenstein and Norway
The Romanian Social Development Fund (RSDF), as Programme Operator of the “Local Development, Poverty Reduction and Enhanced Roma Inclusion” (Local Development) Programme, funded by the EEA and Norway Grants 2014-2021, intends to organize on February 23, 2021, an online matchmaking seminar aimed at facilitating partnerships between entities from Romania and Iceland, Liechtenstein and Norway, for Human Rights projects to be submitted under the Programme.
The event is to be organized in the context in which RSDF launched, in January 2021, the call for project proposals “Human Rights – national implementation”, funded through the EEA Grants 2014-2021. The call has a total financial allocation of 8.868.529 Euro and aims to improve the implementation of the decisions of the European Court of Human Rights in Strasbourg (ECHR) and the country recommendations issued by other Council of Europe bodies.
Central public bodies from Romania, with responsibilities in the field of human rights, and active Romanian non-governmental organizations with proven experience in the field of human rights are eligible applicants. The projects, the value of which may vary between 500,000 and 2,500,000 Euro, may propose a large range of activities such as: the development of public policy documents/ improvement of legislation/ action plans (and piloting these measures), creation of immediate action mechanisms to implement the recommendations made by Council of Europe bodies, creation of transparent mechanisms for informing the public on the recommendations and country reports issued by the ECHR and other bodies, organization of communication campaigns on human rights, provision of legal assistance to victims of human rights violations, the establishment of consultation mechanisms with representatives of vulnerable groups, in order to harmonize legislation with the international documents signed and ratified by Romania. Partnership with international organizations and eligible public and private entities from Iceland, Liechtenstein and Norway (any commercial, non-commercial or non-governmental organizations with relevant experience for this area of action) are encouraged.
The seminar aims to facilitate the development of bilateral relations between entities in Romania and Iceland, Liechtenstein and Norway, with the immediate aim of establishing partnerships for the joint development and implementation of eligible projects under the “Human Rights – national implementation” call for proposals.

Matchmaking seminar for Roma inclusion projects carried out in partnership by entities from Romania and Iceland, Liechtenstein and Norway
The Romanian Social Development Fund (RSDF), as Programme Operator of the “Local Development, Poverty Reduction and Enhanced Roma Inclusion” (Local Development) Programme, funded by the EEA and Norway Grants 2014-2021, intends to organize on February 25, 2021, an online matchmaking seminar aimed at facilitating partnerships between entities from Romania and Iceland, Liechtenstein and Norway, for Roma inclusion projects to be submitted under the Programme.
The event is to be organized in the context in which RSDF launched, in January 2021, the second round of financing under the call for proposals “Enhanced Roma Inclusion and Empowerment”, funded through the EEA Grants 2014-2021. The call has a total financial allocation of 7,806,133.95 Euro and aims to increase the access of Roma population to quality services in areas such as social assistance, education, employment, health and housing, to improve the empowerment of Roma, especially of Roma women, youth, experts and leaders, and to combat any form of discrimination against Roma.
Non-governmental organizations, public entities and associations of local authorities from Romania are eligible applicants. The projects, the value of which may vary between 300,000 and 1,000,000 Euro, may propose a large range of activities such as providing integrated services (obtaining identity documents, providing educational, employment and/or health services, improving living conditions), conducting information campaigns targeting Roma people on ways to assert their rights and access public services, developing the individual capacities of Roma people, activities to increase the responsibility and capacity of public authorities and institutions to be more inclusive, training of staff and volunteers working with Roma people, awareness-raising campaigns on empowerment issues for Roma people etc. Partnership with eligible public and private entities from Iceland, Liechtenstein and Norway (any commercial, non-commercial or non-governmental organizations with relevant experience for this area of action) are encouraged.

8 entities from Norway and Liechtenstein, in Bucharest for local development and Roma inclusion projects
The RSDF organized, on September 19 and 20, BC, in Bucharest, two events aimed at identifying partners from Iceland, Liechtenstein and Norway for local development and Roma inclusion projects. The seminars benefited from the presence of representatives of the Embassy of the Kingdom of Norway in Romania and of the Norwegian Association of Local and Regional Authorities (KS), programme partner.
The Matchmaking seminar for local development projects, organized on September 19, 2019, brought to Bucharest representatives of five non-governmental organizations and private companies from Norway (Bente Aid, Distinkt Consultancy, GS MiljøConsult, Salvation Army Norway, Phronesis SA), alongside the representatives of 43 non-governmental institutions and organizations from Romania (Institute of Public Policies, Berceni Commune, Prahova County, DGASPC Caraș Severin, ISJ Vrancea, Tulcea Prefect Institution, etc.) interested in submitting projects within the call for projects Local development.
The Matchmaking seminar for Roma inclusion projects , organized on September 20, 2019, brought to Bucharest, entities from Liechtenstein, Norway and Romania interested to submit projects in partnership under the Enhancing Roma Inclusion and Empowerment. A total number of 66 participants, representatives of 5 entities from Norway (Culture Break Borders, Bente Aid, Distinkt Consultancy, GS MiljøConsult, Salvation Army Norway), 2 entities from Liechtenstein (Elternkind Forum și Frauenhaus Liechtenstein), and of 39 organizations and public institutions from Romania (Terres des Hommes Romania, Policy Center fro Roma and Minorities, Save the Children, DGASPC Calarasi, Mizil Municipality, Prahova County, Pakiv Association etc).
Organized in an interactive way, the events brought to the participants’ attention information on the financing opportunities within the Local Development Program, focusing on the financing conditions related to the calls Local Development and Enhancing Roma Inclusion and Empowerment and on the ways in which the promoters of project in Romania can cooperate with entities from Donor States. Sharing of experiences and group discussion on the ideas of local development and Roma inclusion project created the premises of future partnerships.

Matchmaking seminar for Roma inclusion projects carried out in partnership by entities from Romania and Iceland, Liechtenstein and Norway
The RSDF will organize on September 20, 2019, in Bucharest, a seminar aimed at facilitating partnerships between entities from Romania and Donor States (Iceland, Liechtenstein and Norway) for Roma inclusion projects to be submitted under the Programme.
The event is organized in the context in which RSDF intends to launch, in September 2019, Enhancing Roma Inclusion and Empowerment call for proposals, funded through the EEA Grants 2014-2021. The call has a total financial allocation of 16 million Euro promoting social inclusion, combating of discrimination and racism, promoting intercultural exchanges and strengthening the capacity of supporting the development in communities with a high percentage of Roma population.
The seminar aims to facilitate the development of bilateral relations between entities in Romania and the Donor States, with the immediate aim of establishing partnerships for the joint development and implementation of eligible projects under the Enhancing Roma Inclusion and Empowerment call for proposals.
Persons interested in attending the seminar are kindly requested to fill in the registration form until September 1st, 2019. The registration form is available at the following link. Please note that if there are more requests of participation than the number of seats available (65 seats), the participants will be selected according to the motivation invoked in the application form. Only the selected participants will receive an official invitation that will contain detailed information about the event.
For the participants in Romania, the RSDF will provide accommodation and lunch (on the day of the event) and will reimburse the transport costs. Accommodation will be provided only for one night and only for those participants arriving from distances greater than 200 km (one-way). The accommodation (breakfast included) will be provided in the hotel where the seminar will take place, based on the option expressed by the participants in the application form.
For the participants in Iceland, Liechtenstein and Norway, the RSDF will cover the costs of participation (transport, accommodation, meals) by providing them lump sums, based on and in the amount stipulated in the Order of the Minister of European Funds no. 348/2018, depending on the number of accommodation nights required (maximum two accommodation nights/ event). Upon request (expressed by the participants in the application form), the RSDF will reserve accommodation and lunch (on the day of the event) for the donor states participants at the hotel where the event will take place. They will cover these costs personally, upon departure, at the reception of the hotel. Lump sums will be transferred to the bank accounts of the participants in their home states after the event is completed. The amount of the lump sums will be calculated according to the duration of the stay (no more than two days/ accommodation nights per participant).According to the provisions of the Order of the Minister of European Funds no. 348/2018, the amount of lump sums granted to participants from donor states at events in Romania is EUR 160 per day (insofar as that day involves accommodation) plus EUR 800 for transport.

The RSDF intends to organize on September 19, 2019, in Bucharest, a seminar aimed at facilitating partnerships between entities from Romania and Norway for local development projects to be submitted under the Programme.
The event is organized in the context in which the RSDF intends to launch, in September 2019, Local Development call for proposals, funded through the Norway Grants 2014-2021. The call has a total financial allocation of 10,090,640 euros and aims to improve the quality and the access to social services (education, health, employment, etc.) for the disadvantaged groups.
The seminar aims to facilitate the development of bilateral relations between entities in Romania and Norway, with the immediate aim of establishing partnerships for the joint development and implementation of eligible projects under the Local Development call for proposals.

Norwegian entities, interested in cooperation for inclusive education projects with Romanian entities
The RSDF organized on 14 February 2019, in Bucharest, a seminar aimed at identifying partners for inclusive education projects carried out in partnership by entities from Romania and Norway. By bringing together 48 participants, representing Norwegian and Romanian organizations interested in bilateral cooperation, the event allowed, in a friendly set-up, the establishment of partnership for inclusive education projects submission under the Local Development Programme.
More specifically, the 11 Norwegian participants together with the 37 Romanian participants were informed on the financing conditions of the Inclusive education for children and youth in risk call for proposals and on the opportunities of cooperation through the Bilateral Funds under the Programme. Moreover, due to an interactive approach, all the participants presented their activity and their project ideas, a good method for all the participants to gather useful information and to explore ways of cooperation in order to submit projects of inclusive education.

Matchmaking seminar for inclusive education projects
The RSDF intends to organize on February 14, 2019, in Bucharest, a seminar aimed at facilitating partnerships between entities from Romania and Norway for inclusive education projects to be submitted under the Programme.
The event is organized in the context of launching, in December 2018, Inclusive education for children and youth at risk call for proposals, funded through the Norway Grants 2014-2021 (for details on the call please visit the following link).
The seminar aims to facilitate the development of bilateral relations between entities in Romania and Norway, with the immediate aim of establishing partnerships in order to develop and implement eligible projects within the mentioned call.
The entities interested in attending the seminar are kindly requested to complete the registration form by January 26, 2019. The registration form is available at the following link. Please note that if there are more requests of participation than the number of seats available (65 seats), the participants will be selected according to the motivation invoked in the application form. Only the selected participants will receive an official invitation that will contain detailed information about the event.
The participants in the seminar will benefit from accommodation and lunch on the day of the event, and will be reimbursed for the transport costs. Romanian participants are eligible for one night accommodation only if the distance between their working locations is over 200 km (one-way). Norwegian participants are eligible for maximum two night accommodation. Accommodation will be provided based on the options expressed by the participants in the registration form and the conditions mentioned above, in the hotel where the seminar will take place (breakfast included).
