The call for proposals for bilateral initiatives aiming to identify partners for donor partnership projects, the development of such partnerships and the preparation of an application for a donor partnership project to be submitted under the Local Development Programme is addressed to potential project promoters and project partners from Romania and the Donor States who wish to develop and submit donor partnership projects at the calls for proposals launched under the Programme.

 

Within the call, bilateral meetings between relevant entities in Romania and the Donor States will be funded, aimed at mutual knowledge, identifying common interests in the Programme areas, exploring the possibility of joint involvement in the preparation, submission, and implementation of a project eligible within the Programme, respectively the signing of a letter of interest on future collaboration, the preparation of the partnership agreement and/ or the preparation/ completion of a project application to be submitted at an open call launched under the Local Development Programme.

 

The total amount allocated for financing the bilateral initiatives submitted within the call is € 50,000, covering the costs related to a number of approx. 10 bilateral initiatives. The maximum grant amount that can be allocated to a bilateral initiative is € 5,000.

 

Eligible applicants may apply for funding under the call from January 21, 2019. The call will be continuous and will be closed on December 14, 2020, when it is estimated that all the calls for project proposals planned within the Programme will be closed.

 

Tuesday, October 8, 2019, RSDF published Corrigendum no. 1 to the Applicants Guide (including annexes) for bilateral funds related to the Call 1.

 

Tuesday, December 10, 2019, RSDF published Corrigendum no. 2 to the Applicants Guide for bilateral funds related to the Call 1 – call for proposals for bilateral initiatives aiming to identify partners for donor partnership projects, the development of such partnerships and the preparation of an application for a donor partnership project to be submitted under the Local Development.

 

Thursday, June 25, 2020, RSDF published Corrigendum no. 3 to the Applicants Guide for bilateral funds related to Call 1 – the call for proposals for bilateral initiatives aiming to identify partners for donor partnership projects, the development of such partnerships, and the preparation of an application for a donor partnership project to be submitted under the Local Development Programme. Through this corrigendum, the final deadline and intermediate deadlines for submitting bilateral initiatives within the framework of Appeal 1 have been updated, for “Access to financing – 2020”, “Human Rights”, and “Priority Interventions” calls for proposals.

 

On Wednesday, 27 January 2021, the FRDS published a new corrigendum (4) to the Guide for Applicants for Bilateral Funds related to Call 1 – call for proposals for bilateral initiatives to identify partners for projects carried out in partnership with Donor States, developing partnerships and projects within the Local Development Program. Through this corrigendum, the final deadline and the intermediate deadlines for submitting bilateral initiatives under Call 1 have been extended, in the case of calls for project proposals “Human rights – national implementation”, “Enhancing Roma Inclusion and Empowerment” (second round) and the small grant schemes “Access to financing – 2021”, and “Priority interventions”, related to the Local Development Programme.

 

On Thursday, August 5, 2021, the RSDF published Corrigendum no. 5 to Appeal 1 – call for proposals for bilateral initiatives aimed at identifying partners for projects carried out in partnership with donor states, the development of partnerships and bilateral projects under the Local Development Programme. The document brings changes to the level of the Guide for applicants for bilateral funds, of annex no. 1 – The application form and of annex no. 6 – Payment Request. Thus, through this corrigendum, the final deadline for the submission of bilateral initiatives under Appeal 1 and the intermediate deadline for the submission of bilateral initiatives related to the small grant scheme “Priority interventions for Roma communities” was revised, and help desk and the application form and the declaration related to the payment application have been completed with provisions regarding double financing.

Through this corrigendum, the final deadline and intermediate deadlines for submitting bilateral initiatives within the framework of Appeal 1 have been updated, for “Access to financing – 2020”, “Human Rights”, and “Priority Interventions” calls for proposals. Accesing bilateral relation funds is easier

 

The procedure for accessing the bilateral funds under the Local Development Program has been simplified.
