In total, the amount allocated to the second round of the call “Enhancing Roma inclusion and empowerment” is 7.970.000 Euro, from the EEA Grants 2014-2021 (85%) and public co-financing (15%).
The minimum value of the grant that can be requested for the implementation of a project is 300,000 Euro, and the maximum is 1,000,000 Euro.
Projects funded under the call will contribute to the achievement of one or more of the following objectives:
- Increasing access to and quality of sectorial or integrated services for Roma in the following sectors: social assistance, education, employment, health and housing
- Empowerment of Roma, especially Roma women and young people, Roma experts and leaders
- Combating any form of discrimination against Roma.
Eligible applicants are non-governmental organizations, public entities and associations of local authorities.
The projects will address the following main target groups:
- Roma people and families (children, young people, adults) in situations of vulnerability, risk or facing various forms of socio-economic exclusion and who need identity documents, educational services, employment services, services for health and / or housing services.
- Roma people (adults, young people or children), especially Roma women and young people, with low levels of awareness of their rights and participation in community life, who need to participate in empowerment activities;
- Roma experts and leaders – working on their own or in non-governmental organizations, action groups, community groups, public authorities and institutions, trade unions, student associations, political parties, youth associations or other forms of association, individuals in positions of formal or informal leaders in relation to Roma people and / or families in situations of vulnerability (including social, school, health mediators, etc.). This target group will be included in the project only together with at least one of the other main target groups.
The following secondary target groups will also be able to benefit from the project activities:
- Specialists / volunteers in the fields of education, health, employment, social services, public administration, NGO sector, etc., involved in providing services to Roma people;
- Community members belonging to the majority population, who live in the intervention areas of the project and live in socio-economic conditions similar to Roma people in the main target group, in situations of risk or facing various forms of socio-economic exclusion;
- Community members belonging to the majority population, living in the intervention areas of the project, subjects of the awareness campaign / campaigns.
Eligible activities will focus on providing integrated services (obtaining identity documents, educational services, employment services, health services, improving living conditions); providing information to Roma people, especially Roma women and young people, on ways to assert their rights and access public services; developing the individual capacities of Roma people; activities to increase the responsibility and capacity of public authorities and institutions to be more inclusive; activities that promote the local organizational capacity of the Roma; training of staff and volunteers working with Roma people; awareness-raising campaigns on empowerment issues for Roma people, especially Roma women and young Roma with low levels of rights awareness and participation in community life; exchanges of good practice with entities from Iceland, Liechtenstein and Norway on empowerment issues.
Projects may propose other types of activities than those recommended in the call documentation if they are justified in relation to the needs of the target groups and contribute to the achievement of the objectives of the call. One such category of eligible activities in the current context is the one aimed at preventing and combating the COVID-19 pandemic and the negative social and economic impact it has on target groups at Community level.
The recommended duration of the projects is between 12 and 24 months, but not later than November 30, 2023.
The deadline for submission of projects is 15 April 2021. The project proposal will be sent exclusively through the online submission system, following the registration and upload instructions presented as an annex to the Applicant’s Guide.

On Thursday, April 29, 2021, we published the list of projects submitted in the second round of funding for the call Enhancing Roma Inclusion and Empowerment. In total, 60 projects were submitted with a total value of 210,232,309.62 lei.

Supplementing the amount allocated to the call Enhancing Roma Inclusion and Empowerment, among the measures subject to a corrigendum published by RSDF
The RSDF decided to supplement the total amount allocated to the call for projects Enhancing Roma Inclusion and Empowerment, organized within the Local Development Programme. Thus, the amount allocated to the call increased from 7,806,133.95 euro to 7,970,000.00 euro.
This change was included in a corrigendum published on Thursday, March 11, 2021, on the website dedicated to the Program. In addition to supplementing the total amount allocated to the call, other amendments were made through the corrigendum, which clarified the provisions regarding the eligibility of project partners or corrected some material errors identified in the text of the call. Those involved in the preparation of projects to be submitted in the call are invited to consult the new form of appeal documentation, updated following the publication of Corrigendum no. 1.
Launched on 6 January 2021, the call Enhancing Roma Inclusion and Empowerment is funded through the EEA Grants 2014-2021 and aims to increase access to and quality of services for Roma in the areas of social assistance, education, employment, health and housing, and Roma empowerment and combating any form of discrimination against them. The deadline for submitting projects under the call is April 15, 2021.

ENHANCING ROMA INCLUSION AND EMPOWERMENT CALL FOR PROPOSALS

The total amount allocated to the call is 16,000,000 Euro, coming from the EEA Grants 2014-2021 (85%) and public co-financing (15%). The financial allocation is channeled into 3 thematic funding streams:
- Service provision projects – 10,000,000 Euro
- Capacity building projects for existing educational / after school / day care centres – 3,000,000 Euro
- Empowerment projects – 3,000,000 Euro
The minimum value of the grant that can be requested for the implementation of a project is 300,000 Euro and the maximum one is 1,000,000 Euro.
Projects funded under the call shall contribute to meeting one or more of the following objectives:
- Increasing the access and quality of sectorial or integrated services for Roma, in the following sectors: social assistance, education, employment, health and housing.
- Consolidating the capacity of existent educational / after school / day care centres working with a high percentage of Roma children and youth.
- Empowering Roma people.
- Fighting all forms of discrimination of Roma people.
Eligible applicants are non-governmental organizations, public entities and associations of local authorities.
Depending on the thematic funding stream under which they apply, projects will address the following target groups:
- Roma people and families in vulnerable situations, at-risk or facing various forms of social-economic exclusion;
- Roma people, especially Roma women and youth, with low levels of awareness regarding their rights and participation in community life;
- Roma experts and leaders;
- Specialists/volunteers from the fields of education, health, employment, social services, public administration, NGOs etc involved in the provision of services to Roma people;
- Community members belonging to the majority population.
The eligible activities will focus on provision of integrated services (obtaining identity documents, education services, employment services, health services, improvement of housing conditions); provision of information to Roma people, especially Roma women and youth, regarding how to assert their rights, to access public services; development of Roma people individual capabilities; activities of increasing the accountability and capacity of public authorities and institutions to be more inclusive; activities promoting the local organisational capacity of the Roma persons; training of professional staff and volunteers working with Roma; awareness raising campaigns on anti-discrimination issues, targeting majority population, promoting respect of rights of Roma people, fighting against anti-Gypsysm, stereotypes and harassment; best practice exchange activities in the project field with entities from Iceland, Liechtenstein and Norway etc.
The recommended duration of the projects is from 12 to 36 months.

The Romanian Social Development Fund (RSDF) announces the extension of the deadline for submission of projects within Enhancing Roma Inclusion and Empowerment call for proposals, organized under the Local Development Program, financed through the EEA and Norway Grants 2014-2021. Thus, eligible applicants may submit project proposals by January 30, 2020.
This change was included in a corrigendum that was published in the web section dedicated to the Local Development Program within the RSDF website (www.frds.ro). Enhancing Roma Inclusion and Empowerment call for proposals: the deadline for submitting projects has been extended
The Romanian Social Development Fund (RSDF) announces the extension of the deadline for submission of projects within Enhancing Roma Inclusion and Empowerment call for proposals, organized under the Local Development Program, financed through the EEA and Norway Grants 2014-2021. Thus, eligible applicants may submit project proposals by January 23, 2020.
This change was included in a corrigendum that was published in the web section dedicated to the Local Development Programme within the RSDF website (www.frds.ro). In addition to extending the deadline for submitting projects, through the corrigendum, other important changes were made in the call documentation, which eligible applicants are invited to consult, accessing the following link: corrigendum no. 1 for Enhancing Roma Inclusion and Empowerment call for proposals.
Following the extension of the deadline for submitting projects within Enhancing Roma Inclusion and Empowerment call, the intermediate deadline has been modified up to which bilateral initiatives can be submitted within the call for proposals for bilateral initiatives aimed at identifying partners for projects carried out in partnership with donor states, developing partnerships and bilateral projects under the Local Development Programme. Thus, for the Enhancing Roma Inclusion and Empowerment call for proposals, bilateral initiatives can be submitted until December 20, 2019.

The call for proposals for bilateral initiatives supports the development of cooperation and partnership relations between entities in Romania and the donor states (Iceland, Liechtenstein and Norway), within the Program. Through the call, funding is provided for the identification of partners for projects carried out in partnership with the donor states, the development of partnerships and bilateral projects, for their submission within the calls for projects opened through the Program. The maximum amount of money that can be allocated to a bilateral initiative is 5,000 euro.
