Inclusive education for children and youth at risk call for proposals aims to increase the degree of social inclusion of children and young people in Romania and will finance projects that will contribute to ensuring their access to a quality, fair and inclusive education, according to the report. with the needs of each. The funded projects will be implemented at regional or national level and will be addressed to children and young people in situations of risk of school dropout / early school leaving and those with special educational needs (SEN).

Projects will include:

  • support measures to combat and prevent school dropout / early school leaving
  • activities to identify and monitor children and young people at risk
  • educational support to stimulate school participation or reintegration (school mediation, counseling and vocational guidance,
  • literacy activities, “school after school”, “second chance” s.a.), social services, material support and so on.

Eligible applicants are public entities and non-governmental organizations (NGOs)

Also, in order to implement support measures for children and young people with CES and / or disabilities, the following are supported:

  • activities to facilitate the identification and remediation of learning and psycho-behavioral difficulties
  • care, assistance and rehabilitation / rehabilitation activities
  • educational, educational-complementary, social and social services, carried out in forms of mass education, in atypical contexts (at home, in hospitals, etc.) or in special education forms or in relation to them
  • other activities will focus on the development of human resources in educational units and in the field of social services on topics related to inclusive education, improvement of educational and social infrastructure, information campaigns and so on.

In total, the amount allocated to the call is 8,581,978 Euros, coming from Norway Grants 2014-2021 (85%) and public co-financing (15%).

The minimum amount of the grant that can be requested for the implementation of a project is 500,000 Euro and the maximum one is 1,500,000 Euro.

The deadline for submission of projects is May, 28 2019.

Final list of projects contracted under the call “Inclusive education for children and youth at risk”

 

As a result of the amendments brought during 2021 to the Program Agreement related to the Local Development Program, the financial allocation for the call for project proposals no. 2 “Inclusive education for children and youth at risk” increased to 16,898,633 euros. Following this measure, the RSDF announced on Monday, October 18, 2021, the completion of the contracting of 8 new inclusive education projects submitted under the call, projects initially placed on the reserve list. In contracting the new projects, the hierarchy of scores obtained by the projects from the reserve list was observed, during the content evaluation stage. Following this approach, the total number of projects contracted under the call has increased from 7 to 15.

Updating the list of approved projects call Inclusive education for children and youth at risk

 

On Tuesday, 15 December 2020, the RSDF published the updated list of projects approved for funding under the call for Inclusive Education for Children and Youth at Risk. The list has been updated following the addition of the total allocated amount of the call.

All 7 approved inclusive education projects were contracted and implemented

 

The RSDF published on Monday, November 16, 2020, the list of projects contracted under the call for Inclusive Education for children and youth at risk. The total budget of the 7 funded projects is approx. 8 million euros. The grants awarded vary between 700,000 and 1,500,000 euros. All these projects aim to support children and young people at risk of dropping out of school, approx. three quarters of them addressing the needs of children and young people with special educational needs. Hundreds of specialists who will work with these children and young people will benefit from training through the project, the parents being also actively involved in the activities planned through the funded projects.

May 28, 2019, the new deadline for submission of project

 

RSDF announces on Monday, March 25, 2019 the publication of Corrigendum no. 1 to the documents related to the call for proposals Inclusive education for children and youth at risk. The RSDF extended the deadline for submission of projects within the call to 28.05.2019. The call papers have been reviewed in accordance with the Corrigendum and can be consulted by HERE.

Evaluation

The status of the projects submitted under the call for proposals

 

The RSDF announces, Friday, October 25, 2019, that the projects submitted under the call Inclusive education for children and youth at risk are currently in the phase of analyzing the appeals submitted as a result of the communication of the results of the formal verification. The deadline for submitting the appeals was 21.10.2019. After the completion of this stage, the projects that have been admitted following the administrative verification will enter the content evaluation phase.

The RSDF announces on August 14, 2019,  that the period of formal verification (administrative compliance and eligibility) of the project proposals submitted under the call Inclusive education for children and youth at risk is extended until September 20, 2019, because of the large number of project proposals  and the complexity of their analysis.

The RSDF announces on Thursday, July 4, 2019,  that the period of formal verification (administrative compliance and eligibility) of the project proposals submitted under the call “Inclusive education for children and youth at risk” is extended until August 15, 2019, because of the large number of project proposals  and the complexity of their analysis.
