June 17, 2021, the deadline for projects submission under the call Access to financing – 2021 by local public authorities

The Romanian Social Development Fund (RSDF) reminds those interested that June 17, 2021 is the deadline for the public local authorities to request funds for preparing technical documentations needed for the preparation of community investments, under the call “Access to financing – 2021”.

Launched in April 2021, the call represents an important component of the Local Development Programme, aiming to support local public authorities in their efforts to supplement their local budgets by attracting funds to ensure the implementation of those measures provided in the local strategies and development plans aiming at improving the living conditions in poor, isolated and marginalized communities.

The eligible community investments, according to the call documentation, aim at the construction / expansion / rehabilitation / modernization of:

– social infrastructure (projects aiming the infrastructure for social services, education, health, employment);

– infrastructure for water supply (projects aiming at ensuring the water supply for the units providing social services);

– sewage infrastructure (projects aiming at wastewater disposal for the units providing social services);

– roads, bridges and footbridges (projects aiming at roads of county and local interest, bridges and footbridges facilitating the access of disadvantaged groups to social services);

– housing (projects aiming at social housing).

The available amount for the call is 595,705 Euros and is provided from EEA grants 2014-2021 (85%) and public co-financing (15%). The minimum grant amount that can be requested is 5,000 Euros, and the maximum amount is 40,000 Euros.

Who can submit projects under the call

The grants available under the call cal be requested only by local public administration authorities (communes, cities/municipalities or counties) and aim at making investments exclusively at the level of rural or small urban territorial administrative units (with a population under 20,000 inhabitants according to the census of 2011), on whose territory exist marginalized communities including persons living in precarious conditions with a low level of employment in the labour market. These persons will be the direct beneficiaries of the investments to be made with the financing to be obtained in the future, based on the technical documentation prepared by the beneficiaries of the grant scheme. 

We remind all those who intend to submit projects under the call Access to financing – 2021 that Monday, June 7, 2021 is the last day for requsting help-desk service (at the e-mail address for clarifications on the call documentation and that the list of the most relevant questions and answers addressed so far to the help-desk service can be consulted on the web page dedicated to the Programme, which is updated periodically.
